ARDEN HILLS PLANNING COMMISSION – July 5 , 2017 3 <br /> <br />4. Monument stakes shall be installed to demarcate the property line between Parcel A and <br />Parcel B. <br />5. A Building Permit shall be required for the new dwelling on Parcel B. <br />6. A Tree Preservation Plan shall be required as part of the Building Permit application for <br />the new dwelling on Parcel B. <br />7. Any extension of City services for Parcel B shall subject to approval by the City Engineer <br />and all associated costs shall be the responsibility of the applicant. <br /> <br />Senior Planner Bachler reviewed the options available to the Planning Commission on this <br />matter: <br /> <br />1. Recommend Approval with Conditions <br />2. Recommend Approval as Submitted. <br />3. Recommend Denial <br />4. Table <br /> <br />Senior Planner Bachler noted that the applicant would not be developing Parcel B and does not <br />have a buyer for the property yet. He recommended that Condition 3 be modified to: the park <br />dedication fee of $6,500 shall be due at the time of Building Permit application. <br /> <br />Chair Thompson opened the floor to Commissioner comments. <br /> <br />Commissioner Lambeth asked if the park dedication fee would be the responsibility of the <br />applicant. <br /> <br />Senior Planner Bachler stated this fee would not be the applicant’s responsibility, but rather the <br />developer of Parcel B. <br /> <br />Commissioner Lambeth questioned if existing trees and shrubbery along Amble Road was <br />included in the City’s calculations. <br /> <br />Senior Planner Bachler reported the landscape lot area requirement was calculated based on the <br />area of the private property, excluding the land within the public right-of-way. <br /> <br />Chair Thompson opened the public hearing at 6:41 p.m. <br /> <br />Chair Thompson invited anyone for or against the application to come forward and make <br />comment. <br /> <br />Dawn Shifsky, trustee for the property, commented on Condition 3 and stated staff did not <br />disclose the park dedication fee to her when she made application. She requested the park <br />dedication fee be waived or reduced. She added that she would not be able to meet Conditions 5 <br />through 7 as this would be left up to the developer. <br /> <br />There being no additional comment Chair Thompson closed the public hearing at 6:45 p.m. <br /> <br />Senior Planner Bachler explained Conditions 5 through 7 were related to the future <br />development of Parcel B. He reported these conditions were standard conditions for Minor
