CONSENT CALENDAR – 5D

MEMORANDUM

DATE: November 27, 2017

TO: Honorable Mayor and City Councilmembers

FROM: William S. Joynes, Sr., City Administrator

SUBJECT: Approval of City Administrator and Public Works Director/City Engineer
Employee Contracts

Budgeted Amount: Actual Amount: Funding Source:
N/A N/A N/A

Council Should Consider

The City Council should consider for approval the employee contracts for City Administrator,
Dave Perrault, and the Public Works Director/City Engineer, Sue Polka.

Background

In 2015, both the City Administrator, Pat Klaers, and the Public Works Director, Terry Maurer,
retired from their respective positions with the City. In the interim, the City had conducted two
searches for a City Administrator, which were unsuccessful and subsequently approved a part-
time contract with the current City Administrator, William Joynes. The City has also been
contracting out the Public Works Director/City Engineer duties to Sue Polka with the firm WSB.
The Personnel Committee has since identified and recommended for appointment a current
employee, Interim Director of Finance and Administrative Services Dave Perrault, for the role of
the City Administrator, and would recommend appointing Sue Polka to the position of Public
Works Director/City Engineer as a full-time employee with the City. The Personnel Committee
has received their proposed contracts (Attachments A & B), and has brought them forward to the
full City Council for discussion. These contracts would require a modification to the current
WSB contract for limited engineering services, and a modification to the current City
Administrator’s contract to provide assistance on an as needed basis for the first six months of
2018. The updated contracts will be brought to the Council at the December 11th, 2017 meeting.
The contract details have been provided, but please see below for a compensation comparison to
the previous City Administrator and Public Works Director.
