Joynes, Sr., City Administrator

FROM: Sue Polka, Public Works Director/City Engineer

SUBJECT: Roseville Booster Station Improvements

Budgeted Amount: Actual Amount: Funding Source:
$400,000 (2018 CIP) $209,313.50 Water Fund

Council Should Consider the Following Options

Approve the City of Arden Hills’ share of the Roseville Booster Station improvements in the
amount of $209,313.50 and authorize staff to pay invoice #1 (Attachment A) in the amount of
$14,250.39.

Background

In 2006, the City of Arden Hills entered into a Contract for Water Services with the City of
Roseville (Attachment B), whereby Arden Hills purchases water from Roseville. Section VIII of
the contract addresses capital costs and states “Any capital costs which will benefit both Arden
Hills and Roseville shall be shared on a basis determined by the proportionate design capacity
available to each municipality.”

Roseville recently awarded a contract for Phase 1improvements to their booster station, which
includes an emergency generator and a new electrical service upgrade by Xcel.

Discussion

The Roseville finance department completed a proportionate share analysis comparing Arden
Hills’ billing usage to what Roseville is billed by Saint Paul Regional Water Services (SPRWS).
Based on this comparison, the three-year average is 20.03%. The three-year average is what the
Roseville finance department normally uses to determine portions of billings to Arden Hills.
