2 <br /> <br />Assist in the preparation, maintenance, and destruction of employee personnel files per the City’s policies and <br />retention schedule. <br /> <br />Assist in the hiring process to update job descriptions, post vacancies to the City website and appropriate job <br />boards, schedule interviews, and be a point of contact for candidates. <br /> <br />Assist in employee on-boarding, open enrollment and be on going resource for employees in the benefits <br />administration cycle. <br /> <br />Assist in ensuring the City is in compliance with local, State, and Federal human resources laws and <br />regulations. <br /> <br />Possess or obtain a human resources certification from an accredited organization to be determined by both <br />the City Clerk and City Administrator. <br /> <br />Other human resource duties as assigned. <br /> <br />EDUCATION and/or EXPERIENCE <br />Bachelor’s degree with coursework in public administration, political science, business management or closely <br />related field and moderate experience in local government, including supervisory experience, or equivalent <br />combination of education and experience. <br /> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of municipal government operations and procedures; thorough knowledge of municipal <br />record keeping procedures and requirements; thorough knowledge of election policy and procedures; ability to <br />operate personal computers including some knowledge of applicable software packages; ability to <br />communicate effectively both orally and in writing; ability to record and maintain detailed minutes, records and <br />files; ability to establish and maintain effective working relationships with other employees, department heads, <br />elected officials and the general public. <br /> <br />PHYSICAL DEMANDS <br />This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of <br />force and occasional exertion of up to 50 pounds of force; work regularly requires sitting, using hands to finger, <br />handle or feel and repetitive motions, frequently requires speaking or hearing and reaching with hands and <br />arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or <br />crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is <br />required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive <br />information at normal spoken word levels; work requires preparing and analyzing written or computer data, <br />operating machines, operating motor vehicles or equipment and observing general surroundings and activities; <br />work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy <br />location (e.g. business office, light traffic). <br /> <br />SPECIAL REQUIREMENTS <br />Certified Municipal Clerk within four years of hire. <br />Minnesota Driver's License. <br /> <br />SELECTION GUIDELINES <br />Formal application, rating of education and experience; oral interview and reference check; job related tests <br />may be required.
