ARDEN HILLS CITY COUNCIL – JANUARY 8, 2018 4 <br /> <br />Councilmember Holden supported the City spending an additional $25,000 for this amenity for <br />this neighborhood park and recommended the plans for Johanna Marsh Park be amended as such. <br /> <br />Mayor Grant supported the observation area going forward as an option for the park and <br />recommended the overlook not exceed $25,000. <br /> <br />Councilmember Holden stated another option would be to eliminate the park shelter in order to <br />construct an observation area as this was being requested by the neighbors. <br /> <br />Mayor Grant anticipated the residents would want benches in the center of the park for parents <br />watching their children on the playground. <br /> <br />Councilmember McClung stated what was being proposed was okay, but he did not want to <br />have the hands of the Council tied to any specific plan. He wanted to wait and see what additional <br />feedback would be received. <br /> <br />Councilmember Scott indicated he supported the option of an observation overlook area. <br /> <br />MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to <br />Approve the scope and fee with WSB in the not-to-exceed amount of $33,000 <br />for the design and construction services for Johanna Marsh Park. <br /> <br />Councilmember McClung asked what would happen in March if the neighborhood did not <br />support the proposed observation overlook area. <br /> <br />Public Works Director/City Engineer Polka reported she would work with the neighborhood <br />groups between now and March to gain feedback on the overlook area. <br /> <br />Councilmember Holden commented that this was not a negotiation process with the <br />neighborhood. She explained that the City took feedback from the neighbors and would now be <br />designing a City park based on this feedback, but in the end, this was a City park that had to be <br />paid for and maintained by the City. <br /> <br />Councilmember Scott encouraged City staff to incorporate both the playground and the overlook <br />into the park in order to meet the needs of both groups. <br /> <br />Councilmember Holden requested further information on why the City was spending money on <br />design services with WSB. <br /> <br />Public Works Director/City Engineer Polka explained WSB would be completing a survey for <br />the wetlands, would have to comply with all ADA requirements to ensure the playground was <br />accessible, in addition the soil conditions would be addressed. <br /> <br />The motion carried 3-1 (McClung opposed). <br /> <br /> <br />7.
