Motion to Close Contract Negotiations Relating to Union No. 49 Labor Agreement <br /> <br />MOTION: Councilmember Holden moved and Councilmember McClung seconded a <br />motion to approve the Consent Calendar as amended and to authorize <br />execution of all necessary documents contained therein. The motion carried <br />unanimously (4-0). <br /> <br />6. PULLED CONSENT ITEMS <br /> <br />A. Motion to Approve Development Proposal – Design and Construction <br />Services – WSB and Associates (Johanna Marsh Park) <br /> <br />Public Works Director/City Engineer Polka stated the 2018 Capital Improvement Plan includes <br />$100,000 for resurfacing the tennis court at Johanna Marsh Park. A geotechnical investigation <br />was completed in August 2016 and it was determined that the court needed to be reconstructed <br />and due to the underlying soils, reconstruction was cost prohibitive. Staff held a neighborhood <br />meeting with the Johanna Marsh residents and presented two playground layouts as well as <br />receiving input on park amenities. The playground concepts were generally well received. On <br />October 23, 2017, the City Council accepted a grant in the amount of $31,786 and authorized the <br />purchase of playground equipment for the park. To date, the equipment has been ordered. <br /> <br />Public Works Director/City Engineer Polka reported WSB has previously prepared three <br />concept sketches for the park based on residents’ comments. Preliminary estimates were <br />completed and the concept that is within a $125,000 budget was discussed. It is staff’s <br />recommendation to approve the scope and fee with WSB. A Council work session is currently <br />scheduled in March to discuss the park design. It would be beneficial to have WSB present at the <br />work session to provide information on the concepts that have been considered to date. <br /> <br />Councilmember Holden questioned why Ms. Polka could not complete the park design work for <br />the City. <br /> <br />Public Works Director/City Engineer Polka explained this project was a bit more complicated <br />due to the wetlands and flood plain boundaries. She indicated she would also need assistance <br />with the overlook area. <br /> <br />Councilmember Holden commented the neighbors were very interested in this park having an <br />overlook area. She questioned what the cost for this amenity would be. <br /> <br />Public Works Director/City Engineer Polka estimated the cost to be $20,000 to $25,000. <br />
