APPENDIX C: REGULATORY RESPONSIBILITIES AND DEVELOPER <br />GUIDELINES <br /> <br /> <br /> <br />City of Arden Hills Appendix C: Regulatory Responsibilities and Developer Guidelines <br />WSB Project No. 3455-200 P a g e 1 <br /> <br /> <br />The City of Arden Hills developed a Local Stormwater Management Plan to analyze and minimize the <br />impact of existing and future development on the City’s natural resources. It is important to the City to <br />have consistent analysis and data collection. Therefore, all hydrologic, hydraulic, and water quality <br />analysis should be prepared in a common format. Data shall be submitted in a consistent format consistent <br />with Rice Creek Watershed District guidelines that will allow for a timely review by City staff. <br /> <br />KEY POINTS <br />When preparing your engineering calculations, please remember these key points: <br /> A pre-design meeting with the City and the appropriate Water Management Organization is <br />encouraged before ANY data will be accepted. The purpose of the meeting is to specifically <br />address approvals and permits, pond requirements, trunk storm drain analysis, wetland impacts, <br />water quality treatment, erosion control and discharge to lakes and sensitive wetland resources. <br /> Rate control is not required IF downstream systems (ponds and storm drains) can be shown to <br />adequately detain/retain the runoff. <br /> Regional sedimentation ponds may be used for some developments. <br /> <br />ADMINISTRATIVE RESPONSIBILITIES <br />Several entities will have administrative responsibilities within the planning area. For a local water <br />management effort to be successful, each entity’s commitment and role must be clearly understood. Those <br />currently having some level of administration responsibility include the City, Rice Creek Watershed <br />District, Ramsey County, MnDNR, MPCA, the U.S. Army Corps of Engineers, and BWSR. <br /> <br />City of Arden Hills <br />The City of Arden Hills is responsible for issuing building permits for all land alteration thereby <br />enforcing the policies and standards of this plan. The City is responsible for inspecting the construction <br />sites within its boundaries which may impact water quantity and quality. The City is also responsible for <br />the maintenance and repair of ditches within their own boundaries. <br /> <br />The City’s administrative responsibilities include, but are not limited to the following: <br /> Comprehensive plan update(s); <br /> Land use regulation; <br /> Ordinance review and amendment; <br /> Local plat review and amendments; <br /> Building permits; <br /> Sediment and erosion control (subdivision ordinance); <br /> Groundwater - wells; <br /> Participation and cooperation with the programs of the WMOs, DNR and Ramsey County; <br /> Hydrologic model update with comprehensive plan changes; <br /> Financing Alternatives; <br /> Capital improvements; and <br /> Conveyance system/pond maintenance. <br /> <br /> <br /> <br /> <br /> <br /> <br />Dr <br />a <br />f <br />t <br /> <br />11 <br />/ <br />2 <br />0 <br />/ <br />2 <br />0 <br />1 <br />7
