<br /> <br />City of Arden Hills Appendix C: Regulatory Responsibilities and Developer Guidelines <br />WSB Project No. 3455-200 P a g e 2 <br /> <br />Watershed Management Organizations (WMOs) <br />Responsibilities of Rice Creek Watershed District (RCWD) include: <br /> <br /> Monitoring; <br /> Local plan review and approval; <br /> Projects of regional significance; <br /> Verification of local plan implementation; <br /> Wetland Management as LGU; <br /> Stormwater Permitting; and <br /> Inter-City concerns. <br /> <br />Metropolitan Council: Comprehensive Plan Amendment <br />Metropolitan Council has a regional review authority regarding surface water management including: <br /> <br /> Local Plan Review; and <br /> Regional controls related to nonpoint source pollution. <br /> <br />This plan and all subsequent amendments will become part of the City’s Comprehensive Plan (adopted by <br />reference), in accordance with Environmental Review 21040, 1995 revisions to Minnesota Statutes <br />103B.235, Subd. 3A and 473.859, Subd. 2 (Chapter 176, Laws of Minnesota 1995), as part of the <br />adoption process for this plan. <br /> <br />Metropolitan Council review of this plan is concurrent with the watershed review. Comments are <br />forwarded to the WMOs. According to Metropolitan Council staff, the plan does not have to be <br />resubmitted as a formal comprehensive plan amendment, subject to additional review, at a later date. The <br />adopted City plan will meet Metropolitan Council’s requirements and will be thereby recognized as a <br />comprehensive plan amendment. <br /> <br />Federal and State Agencies <br />Federal and state agencies will continue to have certain administrative responsibilities. These <br />responsibilities include, but are not limited to: <br /> <br /> Wetland alteration: <br />o Department of National Resources for all issues relating to state protected waters and <br />wetland; and <br />o U.S. Army Corps of Engineers, U.S. EPA, and U.S. Fish and Wildlife for all issues <br />related to all wetland are not under the jurisdiction of the DNR. <br /> Ground Water Issues; <br /> Individual sewage treatment systems; and <br /> Hazardous waste/spill response. <br /> <br />LOCAL ORDINANCES <br />The City has most of the necessary official controls to implement this plan today.
