This combines your community’s allocation at <30% AMI and 31- <br />50% AMI. <br />o 6 units/acre to address your community’s allocation of affordable housing need at <br />51-80% AMI. <br /> <br />Since Arden Hills has the TCAAP development with the TRC Town Center Neighborhood that <br />will meet all of the need for housing at 50% AMI or below, WSB recommends that Arden Hills <br />choose to go with Option 2. The TRC Town Center Neighborhood would not achieve all of the <br />housing allocation in Option 1 and the other district that would most likely accomplish densities <br />at a minimum of 8 units/acre would be the B-2 zoning district. Choosing Option 2 would allow <br />the City Council to evaluate meeting the 51% to 80% AMI housing need allocation using the <br />Medium Density Residential land use category with a minimum density of 6 units/acre. <br /> <br />At the February 20 Work Session, the City Council discussed the additional choice for meeting <br />the 51% to 80% affordability band within Option 2: “using a minimum density range of 3-6 <br />units/acre if (the City has) demonstrated in the last 10 years the application of programs, <br />ordinances, and/or local fiscal devices that led to the development of housing affordable at 51- <br />80% AMI”. The City has evaluated what affordable tools have been used in the last 10 years and <br />determined that it has been used on three projects. These projects are summarized below: <br /> <br />• Johanna Shores – Presbyterian Homes, 3200 Lake Johanna Boulevard <br />- Approved Density: 18.2 units/acre <br />- PUD Flexibility Granted: <br />a. Density of 18.2 units/acre (maximum density permitted in R-4 District: 12 <br />units/acre) <br />b. Building height of 52 feet for primary building (maximum building height <br />permitted in R-4 District: 35 feet) <br />- City established a TIF District to assist with the redevelopment <br /> <br />• E Street Flats, 1201 County Road E <br />- Approved Density: 9.1 units/acre <br />- PUD Flexibility Granted: <br />a. Minimum unit sizes for efficiency, 1-bedroom, and 2-bedroom apartments in <br />multi-family dwelling <br />b. Enclosed parking stall requirement waived <br />c. Number of efficiency units exceeded maximum of 15% permitted for multi- <br />family buildings <br />d. Parking lot encroachment into required setback from right-of-way line <br /> <br />• Arden Flats, 1290 County Road F <br />- Approved Density: 21.7 units/acre <br />- PUD Flexibility Granted: <br />a. Density of 21.7 units/acre (maximum density permitted in R-4 District: 12 <br />units/acre) <br />b. Reduction in tree replacement caliper inch requirement from 557 to 210
