Staffi ng Plan / 12 <br />Bryan Pittman <br />Project Lead <br />Bryan has 15 years of experience within the Geographic Information System (GIS) fi eld. <br />Bryan is profi cient with all products under the ArcGIS Platform. His experience working <br />with various cities, counties, and states includes creating customized web mapping <br />applications, creating and working with data models for utility and fi ber data, easement <br />and utility base map creation, creating and managing applications for sign collection and <br />management, and Lidar data and spatial/3D visualizations and analysis. Bryan has been <br />the lead GIS person on a number of different comprehensive plan updates with the most <br />recent being for the Cities of Medina and Minnetrista. He is very familiar with conducting <br />different types of land use analysis within GIS as part of these comprehensive plans such <br />as determining gross and net land use acreages, and determining criteria to fi nd vacant <br />properties. Bryan also has numerous experiences with deploying desktop and mobile GIS <br />solutions. He has been instrumental in creating and deploying WSB’s DataLink Web GIS <br />Platform which gives city staff the ability to easily access and analyze GIS data right from <br />their desktop through a web browser. He has also created many mobile GIS applications <br />based off both WSB’s DataLink platform and ESRI’s Collector App. <br />Justin Hansen <br />Project Principal/Client Advocate <br />Justin is an Associate at WSB and leads the Solutions Team within the Geographic <br />Information Systems (GIS) Group. The Solutions team is responsible for all client-facing <br />WSB applications and data services with an emphasis on providing cloud-hosted GIS <br />solutions. In 2008, Justin received a Master’s Degree in Geographic Information Science <br />from the University of Minnesota and currently teaches Web GIS and Programming in the <br />Master’s Program at the University of Minnesota. <br />Justin has over ten years of GIS experience and acts as the technical lead on GIS <br />solutions and data services projects. Justin specializes in GIS systems design, <br />implementation and deployment. In addition, Justin has extensive experience with Esri’s <br />Enterprise GIS platform including ArcGIS Server, ArcSDE, and ArcGIS Online/Portal. <br />Justin has assisted in and deployed a variety of enterprise GIS systems/solutions for state, <br />county and city organizations of various sizes. Justin also manages WSB’s enterprise <br />GIS system architecture hosted in Amazon’s Cloud. Justin is also WSB’s lead database <br />administrator and leads WSB’s Information Security Team. <br />Justin will provide GIS and Asset Management system analysis, design, and assist with <br />the implementation of GIS-based tools for the City of Arden Hills. Justin will oversee the <br />entire process to make certain of a successful GIS implementation, including the utilization <br />of DataLink. Justin’s understanding of the overall framework, design process, and the <br />small details that separate an outstanding project from an average one is unmatched. He <br />has played a major role in all of the projects referenced in this proposal. Justin’s project <br />management experience, as well as his expertise translating subject matter and user <br />needs into easy-to-use GIS solutions will be critical in the successof this project. <br />A Proposal to Provide GIS Services to the City of Arden Hills
