the City (Attachment A) and requested that WSB attend the March 19th Work Session to provide
a demonstration of DataLink. The proposed services would include the following main tasks:
• Review and assessment of existing GIS system
• Data merge and implementation of DataLink web-based platform
• Staff training sessions
• Ongoing annual services, including staff augmentation and system maintenance

The proposed contract is for a three-year period. The anticipated costs for the first year would be
higher because the scope of services would include the review and assessment of the existing
GIS system and the launching of the DataLink application. The first year of services would be
approximately $24,342. Year two and three would include the maintenance and servicing of
DataLink, staff training, and staff augmentation by WSB personnel. The cost for year two and
three would be approximately $12,300 each year. There may be additional costs or savings
depending on the amount of staff augmentation used in a given year, or if the City asks WSB to
complete special GIS projects beyond the services in the proposal.

If the City Council is supportive of the proposal, staff would recommend funding the GIS
services through the Community Development Department and Public Works Department
budgets. The following table provides an estimated breakdown of the costs for the three years of
the contract between the two departments:

Community Development Public Works
Year 1 $11,671 (est) $11,671 (est)
Year 2 $6,150 (est) $6,150 (est)
Year 3 $6,150 (est) $6,150 (est)

Attachments

A.
