Budget Impact

The proposed contract is for a three-year period. The anticipated costs for year one would be
higher because the scope of services would include the review and assessment of the existing
GIS system and the launching of the DataLink platform. The first year of services would be
$24,342. Year two and three would include the maintenance and servicing of DataLink, staff
training, and staff augmentation by WSB personnel. The cost for year two would be $12,480 and
the cost for year three would be $12,688. There may be additional costs or savings depending on
the amount of staff augmentation used in a given year, or if the City asks WSB to complete
special GIS projects beyond the services in the proposal.

The City currently uses Facility Dude software for completing GIS mapping in the field. The
annual cost for this software is $9,849.50. The WSB DataLink platform will replace the need for
the Facility Dude program and this software can be discontinued. The City has had mixed results
with Facility Dude and the DataLink platform is expected to be a significant improvement to
current operations. In addition, the WSB proposal includes services such as staff augmentation,
training, and system maintenance that are not currently provided by Facility Dude.

Facility Dude Software WSB Proposal
Year 1 $9,849.50 $24,342
Year 2 $9,849.50 (estimate) $12,480
Year 3 $9,849.50 (estimate) $12,688
Total $29,548.50 (estimate) $49,510

The City currently has five ArcGIS licenses with the software company ESRI. These licenses are
used by Community Development and Public Works staff. The cost of each license is $484 and
the total cost of the licenses and maintenance services for 2018 is $3,720. The proposed GIS
support services would augment the staff’s current use of ArcGIS and the licenses would be
maintained during the three year services period with WSB.

Attachments

A.
