197559v1 <br /> <br /> <br /> <br />CITY OF ARDEN HILLS <br />RAMSEY COUNTY, MINNESOTA <br /> <br /> <br />IN RE: <br /> <br />APPLICATION OF JOURNEY HOME <br />MINNESOTA FOR A COMPREHENSIVE <br />PLAN AMENDMENT, PRELIMINARY <br />AND FINAL PLAT, AND VARIANCE <br />FOR PROPERTY AT 3246 NEW <br />BRIGHTON ROAD <br />(PLANNING CASE 18-001) <br /> <br /> <br /> <br />FINDINGS OF FACT <br />AND DECISION <br /> <br /> <br />On April 23, 2016, the Arden Hills City Council met to consider the applications of Journey <br />Home Minnesota for a Comprehensive Plan Amendment, Preliminary and Final Plat, and <br />Variance to redevelop the former Lake Johanna Fire Station No. 1 property at 3246 New <br />Brighton Road. The application is intended to authorize the redevelopment of the property for <br />four single-family residential dwellings, as detailed in the project narrative and staff reports to <br />the Planning Commission and City Council. <br /> <br />The City Council considered the following information on the proposal: the application and <br />materials submitted by the applicant; materials and reports provided by City Staff; information <br />from the Public Hearing and Planning Commission meetings on the application including its <br />report and recommendation; written comments and testimony from all interested persons; and <br />based upon its knowledge of the subject property and the community, now makes the following: <br /> <br />FINDINGS OF FACT <br /> <br />1. The property located at 3246 New Brighton Road is located in the R-2 – Single <br />and Two-Family Residential Zoning District. <br />2. The Arden Hills 2030 Comprehensive Plan designates the future land use of the <br />subject property as Public and Institutional. <br />3. The applicant has requested a Comprehensive Plan Amendment to change the <br />future land use designation of the property to Very Low Density Residential. <br />4. The Arden Hills 2030 Comprehensive Plan defines Very Low Density Residential <br />as “traditional single-family residential land use category. A density range of 1.5 <br />to 3 units per acre.” <br />5. The area and adjacent properties, though guided for higher densities as Low <br />Density Residential (3-5 units per acre), and zoned R-2, are developed at lower
