If any of the above properties were to be redeveloped for residential uses, a Comprehensive Plan
Amendment would be required to change the land use designation from Public and Institutional
to a residential land use category.

Discussion

Residential teardowns and lot splits within established neighborhoods are an issue impacting
numerous communities within the metro area. The most common concerns with these types of
projects are loss of neighborhood character, the bulk and height of new dwellings, spacing
between dwellings, loss of mature trees, construction impacts, and drainage.

The communities of Edina, Golden Valley, Minneapolis, and St. Paul have taken steps to update
Zoning and Subdivision Codes so that redevelopment is more sensitive to the local context of the
neighborhood. Some examples of changes that have been made to their regulations include:

• Loss of Neighborhood Character
- Require larger minimum lot size if average size of lots within certain distance of
subject parcel have an average lot area of a certain amount or more
- Lot width measured at front setback line and must be maintained to 70 feet from
front lot line
- Require developer to hold neighborhood meeting

• Building Height
- Measure building height to ridgeline of roof instead of mid-point of roof
- Reduced height for narrower lots

• Spacing Between Dwellings
- Changes to side yard setbacks and allowed encroachments

• Bulk/Massing
- Residential Floor Area Ratio requirement

• Construction Impact
- Construction Management Plan

Next Steps

Staff is requesting feedback from the City Council on the following questions. Depending on the
scope of changes to residential zoning and subdivision requirements, the City may need to hire a
consulting firm to assist with the work.

1. Is there additional research the City Council would like staff to complete on the R-1 and
R-2 Districts?

2. Are there changes to the Zoning Map or the Future Land Use Map that the City Council
would like staff to research?
