<br /> <br /> <br />Page 4 of 5 <br /> <br />If any of the above properties were to be redeveloped for residential uses, a Comprehensive Plan <br />Amendment would be required to change the land use designation from Public and Institutional <br />to a residential land use category. <br /> <br />Discussion <br /> <br />Residential teardowns and lot splits within established neighborhoods are an issue impacting <br />numerous communities within the metro area. The most common concerns with these types of <br />projects are loss of neighborhood character, the bulk and height of new dwellings, spacing <br />between dwellings, loss of mature trees, construction impacts, and drainage. <br /> <br />The communities of Edina, Golden Valley, Minneapolis, and St. Paul have taken steps to update <br />Zoning and Subdivision Codes so that redevelopment is more sensitive to the local context of the <br />neighborhood. Some examples of changes that have been made to their regulations include: <br /> <br />• Loss of Neighborhood Character <br />- Require larger minimum lot size if average size of lots within certain distance of <br />subject parcel have an average lot area of a certain amount or more <br />- Lot width measured at front setback line and must be maintained to 70 feet from <br />front lot line <br />- Require developer to hold neighborhood meeting <br /> <br />• Building Height <br />- Measure building height to ridgeline of roof instead of mid-point of roof <br />- Reduced height for narrower lots <br /> <br />• Spacing Between Dwellings <br />- Changes to side yard setbacks and allowed encroachments <br /> <br />• Bulk/Massing <br />- Residential Floor Area Ratio requirement <br /> <br />• Construction Impact <br />- Construction Management Plan <br /> <br />Next Steps <br /> <br />Staff is requesting feedback from the City Council on the following questions. Depending on the <br />scope of changes to residential zoning and subdivision requirements, the City may need to hire a <br />consulting firm to assist with the work. <br /> <br />1. Is there additional research the City Council would like staff to complete on the R-1 and <br />R-2 Districts? <br /> <br />2. Are there changes to the Zoning Map or the Future Land Use Map that the City Council <br />would like staff to research?
