DATE: May 21, 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Planning Services RFP <br /> <br />Budgeted Amount: Projected Amount: Funding Source: <br />$100,000 N/A N/A <br /> <br />Council Should Consider <br /> <br />The Council should provide further direction on a Request for Proposal (RFP) for planning <br />services on an as needed basis. <br /> <br />Background <br /> The City Planner has been taking on additional duties as our Community Development Director <br />job remains vacant. These duties include Community Development duties outside the role of <br />planning (to include, but not limited to, Community Advocacy, Business Retention and <br />Expansion, Economic Development, TCAAP planning and administration). City Staff has <br />identified a potential need for ad-hoc planning services. The City Planner has drafted an RFP for <br />such services. This would allow the City Planner, as approved by the City Administrator, to <br />utilize outside planning services when needed, assuming the cost would not exceed the City <br />Administrator’s budget authority ($7,500) per project. If the expected services were to exceed <br />this amount, the request would need to go before the City Council. It should be noted the 2018 <br />budget had approximately $100,000 budgeted for Other Professional Services to help support the <br />planning function, and absorb any costs due to unexpected projects. To date, this budget has not <br />had any expenses charged to it.
