ARDEN HILLS CITY COUNCIL WORK SESSION—MARCH 19, 2018 3 <br /> Councilmember McClung stated that he also supports that a study be performed and is <br /> supportive of roundabouts in general. He asked that the Council have no predisposed position <br /> regarding the matter. <br /> Mayor Grant and Councilmember Holden both stated that they support Ramsey County <br /> conducting a study at the location. <br /> The Council directed City staff and Ramsey County to move forward with conducting a traffic <br /> study at Old Snelling Avenue and County Road E/Lake Johanna Boulevard. <br /> C. Utility Rate Study <br /> City Administrator Perrault asked the Council to provide final direction regarding the utility <br /> rate study performed by Ehler's. He noted the Council had reviewed the study's findings at its <br /> work sessions in January, February and March this year. <br /> Ehlers Senior Financial Specialist Jeanne Vogt discussed the most recent changes based on <br /> feedback received from the Council at the March work session. She stated that updates to the <br /> Water Utility fund and rates as outlined in Option 1 included adjusting bonding to the <br /> recommended $2.5 million and smoothing out rate increases at 6.5% for 2018-2022 with a 2% <br /> increase for 2023 and beyond. <br /> Ms. Vogt reviewed updates to the Sewer Utility fund as requested by Council that included an <br /> increase in the base charge from $46.41 to $50.00 per quarter and to smooth out rate increases at <br /> 6.5% for 2018-2021 with a 3.5% increase for 2022 and beyond. These figures are also reflected in <br /> Option 1. <br /> The Council directed Ms. Vogt to update the project costs for Sewer Lining Rehabilitation on <br /> slide 20 of the presentation. The table should reflect $200,000 each year from 2018 through 2022. <br /> A short discussion ensued regarding the PIR fund. <br /> Ms. Vogt noted that the updated rates as presented do not include TCAAP. <br /> The Council was asked to select either Option 1 (combine water meter and standby charges with <br /> new sewer structure as revised) or Option 2 (combine water meter and standby charges with <br /> existing sewer structure). <br /> The Council was in full agreement and directed staff to move forward with Option 1 and to place <br /> this item on the May 14 regular meeting agenda for approval. <br /> D. Staff Recommendations on Planning Cases <br /> Mayor Grant requested that City staff no longer make recommendations regarding approval or <br /> denial of planning cases to the Planning Commission. <br />
