<br />City of Arden Hills <br />City Council Meeting for June 11, 2018 <br />P:\Planning\Planning Cases\2018\PC 18-010 - 4061 Lexington Avenue - Site Plan Review\Memos_Reports_18-010 <br /> <br />Page 3 of 7 <br />The applicant reported at the Planning Commission meeting that they intend to retain the existing <br />pylon sign located at the northeast corner of the property rather than replacing it with a new <br />monument sign, as first proposed. The existing pylon sign is a legal nonconforming sign and <br />may continue to be used including repaired, refaced, and maintained. However, the sign cannot <br />be expanded or relocated. The Planning Commission included a recommended condition of <br />approval that the applicant work with staff to ensure the pylon sign is reused in conformance <br />with the Sign Code. <br /> <br />The applicant has revised the civil plans to remove the proposed monument sign and show the <br />pylon sign remaining (Attachment D). The architectural plans have not been revised and still <br />show a new monument sign (Attachment E). Since the City Council meeting on May 29, 2018, <br />the applicant has provided an updated rendering of the refaced pylon sign for Primrose School <br />(Attachment F). <br /> <br />City Gateway Sign <br /> <br />At the City Council meeting on May 29, 2018, the Council expressed an interest in acquiring an <br />easement for a future gateway sign at Lexington Avenue and County Road F. The City currently <br />has three gateway signs at the following locations: <br />• County Road D and Lake Johanna Boulevard (City-owned “triangle property” at 3151 <br />Lake Johanna Boulevard) <br />• County Road D and Cleveland Avenue (located on private property at 3130 Cleveland <br />Avenue within an easement granted to the City) <br />• County Road E2 and Cleveland Avenue (located in Ramsey County right-of-way) <br /> <br />The dimensions of the three signs vary somewhat, but generally range in height from 4.5 feet to <br />6 feet and in overall area from 33 square feet to 60 square feet. The gateway sign on the triangle <br />property includes a planting area behind and in front of the sign. The signs at the other two <br />locations only include a rock mulch area in front of the signs. <br /> <br />Staff has created a conceptual plan showing the location of a possible gateway sign and easement <br />area (Attachment K). The easement would be located at the far northeastern corner of the <br />property and would have an area of approximately 200 square feet. Staff anticipates the size of <br />the sign would be similar to the sign on the triangle property, which is 10 feet in length and 6 <br />feet in height. An initial estimate for the cost of the sign, including electrical service, <br />landscaping, and irrigation, is approximately $35,000 – $40,000. <br /> <br />The location of the easement is in close proximity to the existing pylon sign and an Xcel Energy <br />utility pole to the west on County Road F, however, there should be adequate space for the <br />placement of a gateway sign. The grade change from the roadway to the parking lot is <br />approximately three feet and staff anticipates a retaining wall would be needed to support the <br />sign. Depending on the final design of a retaining wall, this would add additional cost to the sign
