Given the constraints on the site, the City would also be limited in the types of <br />landscaping that could be planted. <br /> <br />An easement agreement would be required to be drafted and signed by the property owner. The <br />agreement would define the specific dimensions of the easement and specify the City’s rights <br />and responsibilities. Staff would recommend that an easement agreement address the following: <br />• Sign Dimensions: based on dimensions of other gateway signs in the City, staff would <br />recommend setting a maximum height of 6 feet for the sign and an area of 75 square feet. <br />• City’s right to enter upon the permanent easement area to: <br />a. Construct, reconstruct, repair, and maintain the gateway sign <br />b. Grade, level, fill, drain, and excavate to prepare site for sign <br />c. Install and maintain landscaping provided that the mature height of any plantings are <br />no more than 6 feet in height <br />d. Install and maintain electrical service for sign lighting <br />e. Install and maintain irrigation for landscaping <br />• City’s responsibility for maintenance of the gateway sign, landscaping, electrical service, <br />and irrigation <br /> <br />Staff has shared the conceptual plan for the gateway sign with Ramsey County and they do not <br />have concerns with the site lines at this time. The City would need to review any final plans for a <br />gateway sign with Ramsey County before construction. Xcel Energy has an existing transmission <br />line easement that runs across the northern 37.5 feet of the property along County Road F, <br />including the location for the gateway sign easement. Staff has contacted Xcel Energy about the <br />proposed gateway sign, but has not been able to verify whether the company would consent to <br />the easement. <br /> <br />The recommended conditions of approval from the Planning Commission meeting on May 9, <br />2018 do not address a gateway sign easement. If the City Council decides to request an easement <br />for a gateway sign, this would need to be addressed in an additional condition of approval. Staff <br />would recommend that any condition direct staff to work with the property owner on the <br />easement and that the agreement cover the items listed above. The easement could be required to <br />be granted before the issuance of development permits or a certificate of occupancy. <br />Additionally, since Xcel Energy will need to approve the gateway sign easement, staff would <br />recommend that the required easement be contingent on Xcel Energy’s consent. <br /> <br />Staff has reviewed the concept plan for the gateway sign with Primrose School. The applicant’s <br />preference is to not grant the easement due to concerns related to site constraints, the proximity <br />of the gateway sign to the pylon sign, and decreased visibility. <br /> <br />Lake Johanna Fire Department <br /> <br />At the City Council meeting on May 29, the Council directed staff to review the site plan with <br />the Lake Johanna Fire Department to see if there were any concerns about the modifications to
