<br />City of Arden Hills <br />City Council Meeting for June 11, 2018 <br />P:\Planning\Planning Cases\2018\PC 18-010 - 4061 Lexington Avenue - Site Plan Review\Memos_Reports_18-010 <br /> <br />Page 5 of 7 <br />the parking lot on the north side of the building, and if there would be any issues if the Lexington <br />Avenue driveway were required to be closed off. <br /> <br />The applicant has provided a fire truck turning exhibit (Attachment L). As a result of the <br />applicant’s review of the design of the parking lot, two parking stalls were removed from the <br />north side of the building to improve circulation. This would result in a reduction of the number <br />of parking stalls to 68. Based on the proposed use of the property, the Zoning Code requires a <br />minimum of 60 stalls. The exhibit also depicts how the site would be modified if Ramsey County <br />requires the Lexington Avenue driveway to be closed. Primrose School would construct an <br />additional four parking stalls on the east side of the site if the driveway were to be closed. <br /> <br />Staff reviewed the plans with the Fire Marshall and they were comfortable with the Fire <br />Department being able to adequately circulate on the site if the Lexington Avenue driveway is <br />closed. The Fire Marshal also reviewed and verified that the fire department would adequately be <br />able to get to the rear side of the building even though access has been removed for the <br />playground area. <br /> <br />Additional Review <br /> <br />City Building Official <br />The City Building Official has reviewed the plans and does not have any further comments at <br />this time. <br /> <br />Public Works Director/City Engineer <br />The Public Works Director/City Engineer has reviewed the proposed plans and does not have <br />any additional comments at this time. A Grading and Erosion Control Permit will be required for <br />the project. <br /> <br />Ramsey County <br />Ramsey County has reviewed the proposed site plan and provided their comments in a memo <br />dated April 10, 2018 (Attachment H). Ramsey County has stated that the County Road F <br />driveway is acceptable, but the Lexington Avenue driveway should be removed due to the <br />proximity to the County Road F intersection. <br /> <br />Findings of Fact <br /> <br />The Planning Commission reviewed Planning Case 18-010 at their meeting on May 9, 2018. <br />Draft minutes from the meeting are included in Attachment J. The Planning Commission offers <br />the following findings of fact for consideration: <br /> <br />1. The property located at 4061 Lexington Avenue North is located in the I-1 – Limited <br />Industrial Zoning District and within Sign District 6. <br />2. The applicant has submitted a Site Plan Review application for modifications to the site <br />for a new daycare facility serving more than 10 individuals with care.
