The <br />purpose of this agenda item is to provide additional information the existing B-2 District setback <br />requirements and to request additional direction from the City Council. <br /> <br />The B-2 District is generally located along the County Road E corridor between Highway 51 and <br />Lexington Avenue North. The district also includes most of the properties on either side of Pine <br />Tree Drive. In October 2008, the City Council accepted the Guiding Plan for the B-2 District, <br />which provided a framework for long-range public and private improvements in the B-2 District. <br />In December 2008, the City adopted design guidelines for the B-2 District that codified many of <br />the goals and principles included in the Guiding Plan. The City has evaluated several <br />redevelopment projects in the B-2 District based on these new guidelines, including McDonald’s, <br />Walgreens, E Street Flats, Tavern Grill, Goodwill, and Arden Square. <br /> <br />In 2015, the City and Ramsey County completed public improvements to County Road E. These <br />improvements included the reconstruction of medians, the completion of the sidewalk system, <br />and the installation of pedestrian lighting and boulevard tree plantings. <br /> <br /> <br />Discussion <br /> <br />The Guiding Plan for the B-2 District includes the following guiding principle related to building <br />and parking setbacks: Buildings should be located along County Road E with parking to the rear.
