ARDEN HILLS CITY COUNCIL – MAY 29, 2018 12

City Planner Bachler reported he had provided the site plan to the Fire Marshall and noted staff
had not received any comments or concerns to date. He reported the plans would be further
reviewed by staff and the Lake Johanna Fire Department when the applicant applies for a
building permit.

Mayor Grant invited the applicant to come forward.

Josh McKinney, Sambatek, reported he would be more than willing to work with staff to ensure
that the site had proper fire access. He addressed the sign question noting the applicant had done
some market research and would prefer to have Shoreview on the sign versus Arden Hills for
name recognition purposes.

Councilmember Holden stated she was disturbed by the fact the sign would be labeled
Shoreview and not Arden Hills.

Mayor Grant commented the City could not require the applicant to place specific words on
their sign, but he agreed this was an unfortunate situation.

Councilmember Scott indicated the City operates one of its voting precincts in Shoreview.

Councilmember Holmes stated it was not out of the ordinary for businesses to have a name for
recognition purposes.

Councilmember McClung explained the sign was insulting to the City of Arden Hills and
reported he may now support a gateway sign at this corner.

Councilmember Holden questioned if the City could ask for an easement for a gateway sign.

City Attorney Jamnik reported the City could ask for an easement for a gateway sign.

Mayor Grant anticipated Boston Scientific and Land O’Lakes would support a gateway sign at
this corner.

MOTION: Councilmember Holmes moved and Councilmember Holden seconded a
motion to approve Planning Case 18-010 for a Site Plan Review at 4061
Lexington Avenue North, based on the findings of fact and the submitted
plans, as amended by the ten (10) conditions in the May 29, 2018 Report to
the City Council.

Further discussion ensued regarding the proposed signage for Primrose School of Shoreview.

Mayor Grant questioned if the Primrose School property had right-of-way available for a
gateway sign.
