ARDEN HILLS CITY COUNCIL – MAY 29, 2018 13

City Planner Bachler reviewed an aerial of the property and noted the right-of-way available
was County property. He explained the City would have to receive approval from the County to
place a gateway sign within the right-of-way. He reported he would have to investigate this
matter further before determining where a gateway sign could be located.

Councilmember Holden asked where the Primrose monument sign would be located.

City Planner Bachler clarified Primrose would not be pursuing a monument sign, but rather
would be repurposing the existing pylon sign.

Mayor Grant questioned if the Council could ask the applicant to move their pylon sign further
to the south to make room for a gateway sign.

City Attorney Jamnik advised the Council could make this request.

Councilmember McClung inquired how precise a condition had to be worded and questioned if
relocation of the pylon sign to the south in coordination with City staff would be sufficient.

City Attorney Jamnik stated it would be best if the City knew the footprint for the easement on
this corner for a gateway sign and where the pylon sign would be relocated.

Councilmember McClung asked how much square footage the City would need for a gateway
sign on this corner.

Mayor Grant questioned what the approval timeline was for this Planning Case.

City Planner Bachler stated the 60-day review deadline was June 22. He explained he would
need to report back to the Council with more information on the approximate easement area
along with the proposed size for this gateway sign.

Mayor Grant believed the gateway sign at this corner should be rather sizeable, like the gateway
sign on the triangle property with proper landscaping.

Councilmember McClung agreed and stated he would like to see the Council review this matter
further.

Councilmember Holden questioned what the timeframe was for the applicant to complete this
project.

Mr. McKinney explained he would be revising his construction plans in order to address the fire
lane concerns and was hoping to apply for a building permit as soon as possible in order to begin
construction yet this summer. He asked that he be allowed to work with staff in order to
determine a proper location for the gateway and pylon signs. He indicated he would be more
than happy to speak with the franchisee about a name change.
