DATE: June 25, 2018

TO: Honorable Mayor and City Councilmembers
David Perrault, City Administrator

FROM: Sue Polka, Public Works Director/City Engineer

SUBJECT: Colleen Avenue Drainage Improvements
Proposal for Preliminary and Final Design Services

Budgeted Amount: Actual Amount: Funding Source:
N/A $42,142.00 Surface Water Fund

Council Should Consider

Accept proposal for design services from Bolton & Menk for design of the Colleen Avenue
Drainage Improvements in the amounts not to exceed $42,142.00.

Background/Discussion

During the design of the 2018 Street and Utility Improvement project, particularly Indian Oaks
Court and Indian Oaks Trail, it was determined that additional storm water modeling was
necessary to solve potential neighborhood flooding during the 100-year storm event. The City
Council authorized WSB to complete the study (Attachment A). The report recommends
installation of the following improvements:
• 21” RCP outfall with outlet control structure from the Indian Oaks Wetland (pond located
south of Indian Oaks Court)
• Upsize the existing 12” pipe from Indian Oaks Court that connects to the existing storm
sewer catch basin in Colleen Avenue with a 24” HDPE pipe.
• Upsizing the existing 15” storm pipe in Colleen Avenue with a 24” inch pipe
• Directionally drill an 18” HDPE adjacent to the existing 15” outfall. Due to the
condition of the 15” pipe, this entire portion of pipe will have to be replaced.
• Replace the outlet control structure at the wetland north of Colleen with a 27” discharge
pipe and 24” culvert.

CONSENT ITEM – 7C

MEMORANDUM
