Submitted by Bolton & Menk, Inc.Colleen Avenue Drainage Improvements | City of Arden Hills, Minnesota 5
Proposal for
Colleen Avenue Drainage Improvements
City of Arden Hills, Minnesota
Task 3: Project Design, Plans, & Specifications
From the storm water model prepared by others and determination of HWL and EOF elevations, Bolton & Menk will
develop final plans and specifications for the storm sewer, raising the bituminous trail prescribed 932.80 elevation, and
associated restoration efforts.
Up to three alternatives will be considered and reviewed with the City for installation of storm sewer between Colleen
Avenue and the wetland. Should a trenchless method be preferred consistent with the preliminary design
recommendation, we would recommend geotechnical work be completed to identify potential risks during construction
and enable proper bidding of trenchless work by contractors. Recommendations regarding the necessity of geotechnical
work, or lack thereof depending on review of installation alternatives, will be made as part of our final design efforts.
Geotechnical efforts are not included in this proposed scope.
Final plans for the project will be completed to meet City Standards. The plans will be developed in Civil 3D software and
are anticipated to include the following sections:
Plan and profiles sheets of the storm drainage system including drainage structures and pipe discharge
Plan and profiles, as well as cross sections at 25’ intervals, for the bituminous path
Roadway patching/partial reconstruction for storm sewer installation.
Title sheet, legend, removals/existing conditions, construction details, and SWPPP sheets
60% and 90% plan sets will be developed for City review and comment. Project specifications and construction estimates
will also be developed utilizing Bolton & Menk’s standard format for the final bid package.
Bolton and Menk will assist the City in advertising the project for competitive bidding, reviewing and responding to any
bidder questions, developing and issuing any addenda necessary, reviewing the bids, and making a recommendation for
award. If the City desires construction phase services, Bolton & Menk can provide such efforts under a separate
proposal.
Task 4: Project Management and Meetings
Bolton & Menk’s project manager will manage and coordinate the project progress, milestones, and schedule.
Anticipated project meetings include two neighborhood and stakeholder meetings; three wetland coordination and
review meetings; three City staff project update/review meetings, and one City Council or Advisory Commission
meeting.
