Submitted by Bolton & Menk, Inc.Colleen Avenue Drainage Improvements | City of Arden Hills, Minnesota 4 <br />Proposal for <br />Colleen Avenue Drainage Improvements <br />City of Arden Hills, Minnesota <br />by Bolton & Menk will be drafted within the project existing conditions drawings and will be reviewed against proposed <br />100 year water surface elevations to determine if additional drainage easements will be necessary. <br />Upon review of existing easements in comparison to the identified HWL from the previous report, Bolton & Menk will <br />determine where any additional easements will be required for storm drainage changes, research and develop the <br />easement documents, and stake easement locations. Easement acquisition services are not included in the proposal. If <br />the City desires Bolton & Menk to assist further in easement acquisition, this additional service can be specifically <br />scoped once details are better known. <br />Task 2: Wetland Delineation & Permit Coordination <br />The existing drainage system discharges into the Colleen Wetland, with work activities anticipated to occur in or around <br />the wetland. Bolton & Menk will visit the site to delineate all wetland boundaries above the banks of the ditch within <br />the designated study area. The delineation will include performing transects and sampling in the vicinity of the identified <br />wetlands, placing 3-foot pin flags at the limits of any wetlands found, using a sub-meter GPS unit to accurately locate <br />and map each point, and preparing a written report of our findings. BMI will submit the report to the appropriate <br />reviewing agencies for approval. We will also collect and review for any existing information regarding this wetland, such <br />as current and historical aerial photography, Ramsey County LIDAR maps, NWI maps, DNR data and the Ramsey County <br />soils maps <br />Bolton & Menk will use the wetland delineation to avoid impacts to the wetland, but also identify any impacts that <br />cannot be reasonably avoided and prepare the appropriate permit applications. Permit application preparation will <br />include GIS based figures and sequencing analysis, permit narrative and project plan set. <br />Our proposal for a wetland impact permitting for the above mentioned project includes the following: <br />Background Information Search and GIS Mapping <br />Wetland Delineation <br />Wetland Replacement Plan <br />Coordination of the following permits: <br />o US Army Corps Section 404 Permit <br />o Wetland Conservation Act (WCA) Replacement Plan Permitting <br />o Rice Creek Watershed District Permitting <br />o NPDES Construction Stormwater Permitting <br />Reviewing agencies often request additional information and/or a meeting during the review process. We have assumed <br />three such meetings. If our attendance is requested at any additional meetings to discuss the acceptance of the <br />submitted application or the agencies request additional information, our participation will be provided on an hourly <br />basis. <br />Please note that the WCA permit review process can take up to 60 days and the Corps review process can take as long as <br />180 days. It is our intent to organize project activities to minimize the impact of such permit review timelines on the <br />project schedule.
