ARDEN HILLS CITY COUNCIL – JULY 9, 2018 2 <br /> <br />Max Derosier introduced himself to the Council and stated he was from Troop #419. He <br />explained he was in attendance at this meeting because he was working on his communications <br />merit badge. <br /> <br />3. RESPONSE TO PUBLIC INQUIRIES <br /> <br /> A. Public Inquiry Response from June 25, 2018 City Council Meeting <br /> <br />Public Works Director/City Engineer Polka provided the Council with a response to the <br />maintenance concerns along Highway 96. She noted she spoke with Ramsey County and noted <br />the cooperative agreement states the City is responsible for the boulevard maintenance. She <br />explained the County had been mowing the boulevards and the City was responsible for the <br />medians. She reported going forward the City would be mowing both the medians and the <br />boulevards along Highway 96 from Highway 10 to 35. She explained County staff would be <br />further investigating the trees that were lost along Lakeshore Pl to see if they could be replaced <br />under warranty. <br /> <br />Mayor Grant requested the City use its water truck to keep the new trees properly watered. <br /> <br />4. STAFF COMMENTS <br /> <br />A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update <br /> <br />City Administrator Perrault stated he did not have an update for the Council as the JDA has not <br />meet since the last Council meeting. He commented the JDA would meet next on Wednesday, <br />July 25 to discuss the preliminary terms of the MDA. He anticipated the JDA would be approving <br />the MDA in August. <br /> <br />Councilmember Holden requested staff speak with Ramsey County to ensure the JDA members <br />are given ample time (three weeks) to review the final MDA prior to their meeting in August. <br /> <br />B. Transportation Update <br /> <br />Public Works Director/City Engineer Polka updated the Council on the Old Snelling trail <br />project. She noted the contractor ran into poor soils which has caused delays and she anticipated <br />the area would be open next week. <br /> <br />Public Works Director/City Engineer Polka stated the playground equipment at Johanna Marsh <br />Park was onsite and would be installed on July 10. <br /> <br />Public Works Director/City Engineer Polka provided the Council with an update on the County <br />Road F project and noted this project was moving forward. <br /> <br />Councilmember Holden asked how the City was doing on the PMP project. <br /> <br />Public Works Director/City Engineer Polka reported the City ran into some poor soils (clay or <br />muck) on Gail Circle, but the remainder of the project was moving along on schedule.
