DATE: October 10, 2017 <br /> <br />TO: Members of the Planning Commission <br /> <br />FROM: Jane Kansier, Planning Consultant <br /> Lucinda Meyers, Planner <br /> <br />AGENDA ITEM: Request for a Planned Unit Development (PUD) and a preliminary plat to <br />be known as Stonebridge of Jordan 3rd Addition. <br />****************************************************************************** <br />ACTION REQUESTED: Consider the request for a PUD and preliminary plat to be known as <br />Stonebridge of Jordan 3rd Addition and recommend approval, approval with conditions, or denial <br />to the City Council. <br />****************************************************************************** <br />BACKGROUND: <br />This property consists of 19.34 acres, and is located at the south end of Stonebridge Path, west of <br />Aberdeen Avenue, and a quarter mile east of Huntington Way at the south end of the city limits. <br />The property was originally included in the preliminary plat for Stonebridge of Jordan in 2004, <br />platted as an outlot in 2005, and again as an outlot in 2006 as part of Stonebridge of Jordan 2nd <br />Addition. Minnesota Statute 462.358, Subd. 4, states β€œfor one year following preliminary <br />approval and for two years following final approval, unless the subdivider and the municipality <br />agree otherwise, no amendment to a comprehensive plan or official control shall apply to or <br />affect the use, development density, lot size, lot layout, or dedication or platting required or <br />permitted by the approved application.” There has been no activity on this parcel for more than <br />10 years, so the applicant is required to submit a new preliminary plat. <br />****************************************************************************** <br />CURRENT CIRCUMSTANCES: <br />S.M. Hentges & Sons has requested approval of a PUD and preliminary plat to be known as <br />Stonebridge of Jordan 3rd Addition. The development consists of 48 lots for single family <br />dwellings. <br /> <br />Zoning: <br />The property is currently zoned R-1 (Single Family Residential). <br /> <br />Surrounding Land Uses: <br />North: Single family residences zoned R-1. <br />South and East: Vacant agricultural land located outside of the City limits. <br />West: Vacant land zoned R-1. <br /> <br />Lots: <br />The development includes 48 lots, ranging in area from 9,618 square feet to more than 32,000 <br />square feet. Lot widths (measured at the front setback line) range from 69’ to 95 feet. The R-1 <br />district requires a minimum lot area of 10,500 square feet, and a 75’ minimum lot width. <br />Thirteen of the lots located along the southern boundary of the plat do not meet these <br />requirements. The applicant is requesting approval of a PUD in order to allow the lots not <br />meeting the minimum Zoning Ordinance requirements. <br /> <br />
