<br />3 <br />complete. As of the writing of this report, the City Engineer has not completed a review of these <br />calculations, so we do not know if changes are required. Other comments on the grading plan are <br />identified in the attached memorandums. <br /> <br />Wetlands: <br />There are two existing wetlands located on the north side of the property. The original wetland <br />delineation has expired and a new delineation is required. The new wetland delineation has not <br />been submitted as of the writing of this report. <br /> <br />Tree Preservation/Landscaping: <br />As noted above, the property has been graded and the original trees removed. The previous tree <br />replacement plan identified new 15 overstory trees to be planted along the north side of Boulder <br />Pass and 24 new evergreens to be planted along the east side of the property adjacent to <br />Aberdeen Avenue. Subdivision trees are also required on each lot as building permits are issued. <br /> <br />When the property to the south of this development is developed, it is likely a collector road will <br />be extended from Aberdeen Avenue to the west. This road may be directly adjacent to the lots <br />along the south side of Stonebridge of Jordan 3rd and 4th Additions. The addition of a landscaped <br />screen along the south boundary of the plat should be considered. <br /> <br />Parkland Dedication: <br />Section 153.11 (L) of the City Subdivision Ordinance requires dedication of “land for parks, <br />playgrounds, public open space and trails, pedestrian ways and sidewalks and/or shall make a <br />cash payment to the city's park fund.” According to the Subdivision Ordinance, a land dedication <br />of 2.25 acres is required for this subdivision. There is no land identified for parks in this plat. <br />The City Council may also accept a cash dedication in lieu of land. The required cash dedication <br />is equal to the fair market value of the buildable unplatted land. In this case, the cash dedication <br />would be equivalent to the market value of 2.25 acres. <br /> <br />The City Parks and Recreation Advisory Committee reviewed this preliminary plat on September <br />25, 2017. The Committee expressed concern about the lack of a neighborhood park facility in <br />this area. The Committee would prefer a land dedication to establish a neighborhood park. At a <br />minimum, the developer is required to make a cash dedication. <br /> <br />PUD Plan: <br />Section 154. 192 of the City Zoning Ordinance states a PUD is “intended to encourage the <br />efficient use of land and resources, to promote greater efficiency in public utility services and <br />encourage innovation in the planning and building of all types of development. Public benefits to <br />be derived as a result of the PUD include but are not limited to: <br />(A) Permit and promote greater flexibility to allow more creativity and imaginative design, <br />and to promote more efficient uses of the land while preserving existing landscape <br />amenities and allowing harmonious development consistent with the Comprehensive Plan <br />for Jordan and preserving the health, safety and welfare of the community. <br />(B) Ensure concentration of open space into more usable areas, and the preservation of the <br />natural resources of the site including wetlands, woodlands, steep slopes and scenic
