Currently, vehicle access along 2nd Ave NE stretches the entire length of <br />the parcel (there is no curb). Please show the location of vehicle access points as well as <br />the location of curbs that are proposed if the site plan were to be approved. <br />o Pedestrian Sidewalks. At the site, there is green space in the ROW and the sidewalk is <br />located on the parcel. Please show and clarify whether the site is proposed to continue to <br />function with the current sidewalk layout or if something else is proposed. <br />o Please show the location of any other outdoor permanent or temporary structures <br />proposed to be located on the site. <br /> <br />Supplemental Information; application narrative <br /> Please provide any supplemental information in narrative form that would allow the Planning <br />Commission and City Council to fully consider the Conditional Use Permit. The following <br />considerations will be used by the Planning Commission and City Council to determine if the use <br />is compatible: <br />o The use or development is an appropriate conditional use in the land use zone. <br />o The use or development, with conditions, conforms to the comprehensive land use plan. <br />o The use with conditions is compatible with the existing neighborhood. <br />o The use with conditions would not be injurious to the public health, safety, welfare, <br />decency, order, comfort, convenience, appearance or prosperity of the City. <br />o The conditional use should not be injurious to the use and enjoyment of other property in <br />the immediate vicinity for the purpose permitted on that property, nor substantially <br />diminish or impair values in the immediate vicinity. <br />o The conditional use will not impede the normal and orderly development and <br />improvement of surrounding vacant property for uses predominant in the area. <br />o The conditional requirements at public cost for public facilities and services will not be <br />detrimental to the economic welfare of the community. <br />o The conditional use will have vehicular approaches to the property which are so designed <br />as not to create traffic congestion or an indifference with traffic on surrounding public <br />thoroughfares. <br />o Adequate measures have been taken to provide sufficient off-street parking and loading <br />space to serve the proposed use. <br />o Adequate measures have been taken or will be taken to prevent or control offensive odor, <br />fumes, dust, noise, and vibration, so none of these will constitute a nuisance and to <br />control lights and signs in such a manner, that no disturbance to neighboring properties <br />will result. <br />o The conditional use will not result in the destruction, loss or damage of a natural, scenic <br />or historical feature of major significance. <br />o The conditional use will promote the prevention and control of pollution of the ground <br />and surface waters including sedimentation and control of nutrients. <br /> The above bulleted list is pulled from Aitkin Ordinance 11.6 Conditional Use Permit and will be <br />the basis on which the Planning Commission and City Council will consider the proposed use. It <br />is noted that some of these considerations are not applicable to the proposed use.
