<br />City of Arden Hills <br />Planning Commission Meeting for March 7, 2018 <br />P:\Planning\Planning Cases\2018\PC 18-003 - Bethel University - CUP Amendment - Sciences <br />Addition\Memos_Reports_18-003 <br /> <br />Page 3 of 11 <br />Phasing <br /> <br />Bethel University is proposing to complete the project over several phases: <br />• Phase I – Summer 2018: Construct 80 square foot addition to the Brushaber Commons <br />building for proposed aviary facility <br />• Phase II – Summer 2019: Renovation of Academic Commons building second level for <br />Physics/Engineering. <br />• Phase III – Summer 2020: Renovation of Academic Commons building third level for <br />Chemistry <br />• Phase IV – Summer 2021: Renovation of Academic Commons building first level for <br />Biology <br />• Phase V – Summer 2022: Construction of 20,000 gross square foot addition to Academic <br />Commons building to be finalized for academic programs in fall 2022. A separate Site <br />Plan Review application will be required for the final construction plans for the addition. <br /> <br /> <br />Plan Evaluation <br /> <br />1. Zoning Regulations <br /> <br />Section 1320.06 – District Requirements Chart <br /> <br />A. Proposed Use <br /> <br />The main Bethel University campus is located in the Institutional Zoning District. Higher <br />education campus uses, including but not limited to classrooms and laboratories, are allowed <br />conditional uses in this district. <br /> <br />B. Setbacks <br /> <br />The minimum building setbacks in the Institutional District are 50 feet in the front yard, 20 feet <br />in the rear yard, and 10 feet in the side yard. Structures must be located a minimum of 100 feet <br />from abutting residential property. The two proposed additions are located near the center of the <br />campus and would be located hundreds of feet from the nearest property line. <br /> <br />The campus has frontage on Valentine Lake, which is classified as a Natural Environmental lake <br />in Section 1330.02 of the Shoreland District Regulations. The minimum structure setback from <br />the ordinary high water level of Valentine Lake is 150 feet. The proposed addition to the <br />Academics Common building would be located 118 feet from the ordinary high water level at its <br />closest point for a proposed encroachment of 32 feet. A Variance is required for the proposed <br />encroachment. <br /> <br />
