Printed on 8/17/20182019 Contract Cities Budget NarrativeThe Contract Cities budget workbook has been reorganized focusing on consistency and accuracy as well as reformatted to better reflect the budget in the Aspen system which will increase transparency of costs and allow better budget forecasting. Major drivers of budget changes from 2018 to 2019:• Legislature change - county portion of PERA rates increases 1.5%. The increase will be phased in over a 2-year period (2019 & 2020). Omnibus Retirement Bill (SF2620).• Deputy Union contract issued a 3% wage increase in both 2019 & 2020. (page 7)• Hired an additional Investigator increasing salary, benefits, and overhead charges (page 12)• Equipment increased in 2019 primarily due to the following items: (page 17)• Added an additional vehicle bringing the vehicle acquisitions from 6 to 7.• All Liability insurances were calculated with the equipment cost control since the insurances are associated and applied with the individual squad cars.• Uncontrolled garage/shop labor rate increase of 30%• Traffic cost control increased due to additional traffic vehicle acquisition. (page 14)• Note the completion of 5 years of allocated payments for TicketWriter process.• Consistently breaking out Salaries, Fringe & Employee related costs across all cost controls allowed us to allocate the costs more accurately. Specifically, some of the amounts for overtime and benefits were lumped in with salaries, and were not allocated to the accurate cost controls. Correcting this resulted in a decrease in Animal Control from 2018 to 2019. (page 15)• In 2018 Falcon Heights was not included in the allocation of Equipment nor Property Asst. costs as they were directly charged their vehicle separately.• In 2019, Property Asst. & Equipment costs will now be allocated and charged to all 7 contract cities (including Falcon Heights). The addition of Falcon Heights results in a decrease in Property Asst. costs from 2018 to 2019 for the other 6 cities (Arden Hills, Little Canada, North Oaks, Shoreview, Vadnais Heights, & White Bear Township)• Falcon Heights, please note the increase from 2018 to 2019 is more along the lines of 10.13% vs 16.78% when taking into account the 2018 independent payment of the vehicle.
