5 <br />(2010 Census ). The City of Arden Hills 's fiscal year begins on January 1 and ends <br />on December 31. <br />The City of Arden Hills operates under the Optional Plan A form of government. The <br />City Council consists of a mayor and four council members. <br />More detailed information on the government and its finances can be found on the <br />City’s website at www.cityofardenhills.org. <br />C. Fund Structure <br />Please refer to the City’s Comprehensive Annual Financial Report for the year ended <br />December 31, 2017, which can be found on our web site at www.cityofardenhills.org, <br />for a complete description of the government and its financial operations. The City of <br />Arden Hills uses the following fund types and account groups in its financial <br />reporting: <br /> General Fund 1 Special Revenue Funds 5 (includes 1 blended component unit) <br /> Debt Service Funds 0 <br /> Capital Project Funds 5 <br /> Enterprise Funds 4 <br /> Internal Service Funds 4 <br /> Agency Funds 0 <br />D. Federal and State Financial Assistance <br />At the time of this RFP, it does not appear that a single audit will be required for 2018. Proposals should include costs for these services as a separate item from the <br />regular services that are to be provided. <br />E. Component Units <br />The City has one blended component unit – the Arden Hills Economic Development <br />Authority – and no discretely presented component units. Although the EDA is <br />legally separate from the City, the City Council serves as the board and it is reported <br />as if it were part of the primary government. <br />F. Finance Department Operations <br />The finance department has three full-time employees consisting of a Finance Director, Accounting Analyst and Accounting Clerk. The department provides <br />financial support services to the entire organization that include accounts payable, <br />accounts receivable, cash receipting, payroll processing, investment and cash <br />management, oversight of the City’s insurance program, coordination of the annual <br />audit, budget preparation and 5-year CIP Plan preparation. <br />G.
