<br />City of Arden Hills <br />City Council Meeting for September 24, 2018 <br />P:\Admin\Council\Agendas & Packet Information\2018\09-24-18-R\Alex <br />Page 2 of 3 <br />Background <br /> <br />The University of Northwestern Totino Fine Arts Building is seeking an expansion for a one-story <br />addition of approximately 11,500 SF for a theater capable of seating 200 people maximum. The <br />proposal includes tree removal and replacement plans, pedestrian circulation plans, elevations, <br />grading plans and detailed building construction information. <br /> <br />The property is located in the R-1 Single Family Residential District. A Master PUD for the site <br />has been completed and the site plan is consistent with the vision for the Master PUD. A <br />memorandum from Jarett Anderson has been included as Attachment C with detailed information <br />on the proposed expansion. Attachment D highlights the proposed expansion and plantings. <br />Attachment E shows a side profile. These documents and renderings are provided to give City <br />Council Members a good sense of the proposed expansion. Planning Commissioners have <br />reviewed plans and recommended City Council approval. <br /> <br />Staff, including the Building Official, the Fire Chief, the Public Works Director and consultant <br />engineers and water resource experts have reviewed plans. <br /> <br />Findings of Fact <br /> <br />The Planning Commission reviewed Planning Case #18-016 at their meeting on September 5, <br />2018. Draft minutes from the meeting are included in Attachment H. The Planning Commission <br />offers the following findings of fact for consideration: <br /> <br />1. The University of Northwestern in the areas within Arden Hills City Limits is located in <br />the R-1 zoning district. <br />2. A Master PUD has been approved for the site and the Site Plan is consistent that Master <br />PUD. <br />3. The University of Northwestern Totino Fine Arts Building proposed expansion is a one- <br />story addition of approximately 11,500 SF for a theater capable of seating 200 people. <br />4. The building expansion, if approved would meet the dimensional criteria of the zoning <br />ordinance. <br />5. Sufficient screening exists on the site that mitigates any visual impact on the neighborhood. <br />6. Notice of the Site Plan was sent to properties within 500 feet of the University of <br />Northwestern including the date and time of the public Planning Commission meeting and <br />comments have not been received. <br />7. The building would not have a negative impact on adjacent properties or the City as a <br />whole. <br /> <br />Recommendation <br /> <br />The Planning Commission recommended approval (5-0) of Planning Case 18-016 for a Site Plan <br />Review at for an addition to the Totino Fine Arts building at the University of Northwestern 4061 <br />Lexington Avenue North, based on the findings of fact and the submitted plans in the September <br />24, 2018 Report to the City Council, as amended by the following three (3) conditions:
