The University of Northwestern Totino Fine Arts Building proposed expansion is a one- story addition of approximately 11,500 SF for a theater capable of seating 200 people. 4. The building expansion, if approved would meet the dimensional criteria of the zoning ordinance. 5. Sufficient screening exists on the site that mitigates any visual impact on the neighborhood. 6. Notice of the Site Plan was sent to properties within 500 feet of the University of Northwestern including the date and time of the public site plan meeting and comments have/have not been received. 7. The building would not have a negative impact on adjacent properties or the City as a whole. Options and Motion Language Staff has provided the following options and motion language for this case. The Planning Commission should consider providing additional findings of fact as part of the motion to support their recommendation for approval or denial. • Recommend Approval with Conditions: Motion to recommend approval with conditions of Planning Case 18-016 for a site plan of the University of Northwestern based on the findings of fact and the submitted plans. Conditions may include addressing comments included in the engineer’s memorandum. • Recommend Approval as Submitted: Motion to recommend approval of Planning Case 18-016 for a site plan of the Totino Fine Arts building expansion at the University of Northwestern, based on the findings of fact and the submitted plans. • Recommend Denial: Motion to recommend denial of Planning Case 18-016 for a site plan of the Totino Fine Arts building expansion at the University of Northwestern, • based on the following findings: findings to deny should specifically reference the reasons for denial and why those reasons cannot be mitigated. • Table: Motion to table of Planning Case 18-016 for a site plan of the Totino Fine Arts building expansion at the University of Northwestern, a specific reason and information request should be included with a motion to table. Public Notice A public hearing notice was mailed to all properties within 500 feet of the subject property and published in the Shoreview-Arden Hills Bulletin on August 22nd, 2018.
