EDC – Arden Hills <br />July 26, 2017 <br />Page 3 <br /> <br />K:\03455-150\Admin\Docs\Arden Hills Memos\WSB Memo 07262017 Final.docx <br /> <br />July 5 Planning Commission Regular Meeting <br /> <br />On July 5, the Planning Commission reviewed the discussion at June 26 City Council Work <br />Session, as well as the potential changes to definitions; criteria for conditional use permit for <br />“higher education, classroom/office” within B-2 zoning district; the removal of higher education <br />from the B-4 and CC zoning districts; the new INST: Institutional zoning district and its district <br />provisions. <br /> <br />The Planning Commission expressed support of the proposed definitions and the creation of, and <br />district provisions, of the Institutional zoning district. The Planning Commission had some <br />comments regarding the conditional use permit criteria for the B-2 zoning district, specifically the <br />limitation of higher education uses to no more than 25% of the total building area within the district <br />and whether this was too restrictive. The Planning Commission requested that staff investigate if <br />any other communities include a limitation of how much higher education use can be allowed <br />within a specific zoning district. Staff did not find any community with a limitation on how much <br />higher education use could be within any given zoning district. <br /> <br />Requested Action <br /> <br />That the Economic Development Commission provide any direction or guidance regarding which <br />land use and economic development issues addressed in the Higher Education Study report should <br />be included within the 2040 Comprehensive Plan update. <br /> <br />Next Steps <br /> <br />On August 9, the Planning Commission will review the proposed Zoning Code text amendments <br />and the updated draft Commercial, Industrial, and Higher Education Study report. <br /> <br />On August 21, the City Council will review at their Work Session the proposed Zoning Code text <br />amendments and the updated draft Commercial, Industrial, and Higher Education Study report. <br /> <br />On September 6, the Planning Commission is expected to conduct a public hearing for any Zoning <br />Code amendments regarding higher education uses and provide a recommendation on the final <br />Commercial, Industrial, and Higher Education Study report. <br /> <br />A final draft of the Higher Education Moratorium Study is expected to be completed in September. <br /> <br />Thank you, <br /> Eric Zweber, AICP <br /> <br />Attachments: <br />A.
