We propose to investigate communications with historical data archiving and
access alternatives. Chiefly, private radio telemetry vs. cellular and local data archiving vs. cloud data
archiving. The goal of our proposed work is to provide Arden Hills with recommendations for a single
monitoring system, for both water and wastewater, possessing technology for both current replacement
and future expansion.

PROJECT UNDERSTANDING
Currently, potable water telemetry functions via cellular as provided by High Tide Technologies while
the wastewater sites are using cellular as provided by OmniSite. While the OmniSite units have
operated very effectively, High Tide equipment is not functioning reliably, and High Tide has not been
responsive in solving these problems. Since Arden Hills combines its maintenance and operations, of
both water and wastewater, with a singular work force, it is desirable to have the same monitoring
systems for both. Since Arden Hills is anticipating expansion in the near future, it is time to consider
alternatives to High Tide Technologies and the future functionality of OmniSite.
HR Green and Arden Hills agreed to hold a meeting with all operations people present. HR Green
solicited information from operations staff to achieve a better understanding of Arden Hills current
operations, its problems and the staff views of needed improvements & desirable characteristics of a
new system. The following information was gathered for desirable characteristics:
Reliable – eliminate need to visit site locally to reset cellular modem when communication error
occurs. Communication retries should be an automatic feature.
Remote control is not necessary; monitoring only, is desired.
Have water and wastewater on one system (all operators are trained for both water and
wastewater)
Smart phone capability for both monitoring and alarms
Local alarm disable at all sites for maintenance personnel (eliminates false alarms)
Alarm system needs to be flexible for changing on-call schedule.
Do not want radio towers at each lift station (customer complaints are a sure thing)
Not opposed to Cellular telemetry but reliability must improve.
Most stations are not near internet service providers so avoid using this comm. method.
