CONSENT ITEM – 6L <br /> MEMORANDUM <br /> <br /> <br />DATE: November 13, 2018 <br /> <br />TO: Honorable Mayor and City Council Members <br /> David Perrault, City Administrator <br /> <br />FROM: Sue Polka, Public Works Director/City Engineer <br /> <br />SUBJECT: Professional Services Agreement – Hazelnut Park Planning <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br /> $75,000 $36,250 PIR <br /> <br /> <br />Council Should Consider <br />The City Council is requested to approve a professional services agreement for Hazelnut <br />Park Master Planning Services with Bolton & Menk (Attachment A) in the amount not to <br />exceed $36,250. <br /> <br />Background/Discussion <br />In September, the Hazelnut Park warming house sustained extensive damage due to fire <br />and was recently demolished. The replacement building will need to meet current <br />standards with regard to building code and ADA requirements. In addition, staff would <br />like to investigate raising the building floor in order to make it more visible from the park <br />in an attempt to minimize vandalism and reduce flooding occurrences. <br /> <br />Staff also met with Trinity Lutheran Church last year regarding the maintenance <br />agreement for the church parking lot (Attachment B). The church is willing to deed the <br />majority of the parking lot to the City. The lot is in need of reconstruction and it is no <br />longer feasible to resurface or repair the bituminous surface. In order to accomplish the <br />land transfer, a re-plat of the church property will be required. <br /> <br />The 2018 Capital Improvement Program identifies $75,000 for the park planning <br />projects. Staff has met with Bolton & Menk to discuss the project and recommends the <br />Council approve the professional services agreement for park planning and surveying <br />services in the amount not to exceed $36,250. <br /> <br />Attachments <br />Attachment A: Bolton & Menk Proposal <br />Attachment B: Maintenance Agreement
