ARDEN HILLS CITY COUNCIL – OCTOBER 22, 2018 3 <br /> <br />Ramsey County Sheriff Jack Serier stated the department could place mobile pole cams in <br />Arden Hills and could discuss motion sensor lighting within the parks. <br /> <br />Councilmember Scott stated he recently completed a ride along with Deputy Megan McDonald. <br />He noted he has been attending recent events at the National Guard and with the Fire Department. <br />He thanked the Sheriff’s Department for having a presence at these events. <br /> <br />Mayor Grant encouraged Sheriff Serier to speak with his deputies regarding proactive policing in <br />Arden Hills as this shows the presence of the Ramsey County Sheriff’s Department in the <br />community. He asked if the County would have body cameras in 2019. <br /> <br />Ramsey County Sheriff Jack Serier stated the County was conducting beta testing on body <br />cameras at this time and was installing new dash cams as well. He commented on large amount <br />of staff time and great expense of storing the filmed material collected by the deputies. <br /> <br />Councilmember Holden requested the deputies continue to monitor the noise coming from <br />Bethel University. In addition, she requested the County ticket those driving improperly along <br />Lexington Avenue. <br /> <br />5. STAFF COMMENTS <br /> <br />A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update <br /> <br />City Administrator Perrault provided an update on TCAAP stating the JDA met on Wednesday, <br />October 17. He explained the County brought forward multi-year budget to actuals and staff <br />anticipated a budget for 2019 would be discussed in November. He indicated a reimbursement <br />policy has yet to be discussed. He stated the JDA would meet next on Monday, November 5. He <br />noted the Council would be holding a Special TCAAP Worksession on Wednesday, October 24. <br />He reported the TCAAP Public Forum would be held on Thursday, November 15 at 6:00 p.m. in <br />the Marsden Room. He provided further comment on the proposed format that would be followed <br />for the TCAAP Public Forum. <br /> <br />Councilmember Holmes asked if the developer would be in attendance at the TCAAP Public <br />Forum. <br /> <br />Councilmember Holden suggested the developer not be in attendance, but rather that the City <br />use this meeting to collect feedback from the public. <br /> <br />Councilmember Holmes questioned if the TCAAP Public Forum would be videotaped. <br /> <br />Mayor Grant stated this would not be completed as this was a feedback gathering meeting. <br /> <br />B. Transportation Update <br /> <br />Public Works Director/City Engineer Polka reported progress was being made on the 2018 <br />PMP. She stated curb and gutter was in place on Indian Oaks Trail and the contractor was <br />preparing the base for paving.
