Page 1 of 3 <br /> <br />AGENDA ITEM – 1B <br /> <br />MEMORANDUM <br /> <br />DATE: November 19, 2018 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Julie Hanson, City Clerk <br /> <br />SUBJECT: Draft 2019 Fee Schedule <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $ $ $ <br /> <br />Council Should Consider <br />Providing feedback on the proposed 2019 draft fee schedule. <br /> <br />Background/Discussion <br />The City Council annually establishes a fee schedule for administrative, building construction, <br />liquor licensing, copying of maps and ordinances, park and recreation facility usage, planning <br />and zoning, utilities, business licenses, false alarms, utility fees, and other miscellaneous permits <br />and penalties that are enforced by the City. <br />Below is a recap of the fee schedule changes in 2018 as well as those changes in 2017: <br />Changes in 2018: <br />• Increased Park and Recreation rental fees that included the following: athletic fields, <br />warming house/rink, park pavilions, picnic tables, community garden plot, City Hall <br />room rentals <br />• Addition of right-of-way permit and fees for small cell wireless facilities <br />• Addition of hydrant meter rental fees (deposit, monthly rental, water permit fee, state <br />surcharge and applicable standard water consumption charge) <br />• Addition of a mobile food unit/food truck license <br />• Clarification of rental registration and renewal fee language <br />• Utility use charges increased per rate study <br />• Curbside recycling fees were reduced for 2018 due to a decrease in personnel costs and <br />an increase in recycling revenue share in the 2018 budget <br /> <br /> <br />
