Page 2 of 3 <br /> <br />Changes in 2017: <br />• Building permit reinspection fee and fire protection permit reinspection fee increased <br />• Implementation of a tree contractor registration/license <br />• Community garden plot fees increased <br />• Addition of an administrative permit for commercial outdoor display and sales areas in <br />the amount of $100.00 <br />• Zoning permit language was modified to include decks under 30”, driveways, fences, <br />sheds and temporary structures <br />• Increased utility rates by 2% <br />• Increased surface water charges by 3% <br /> <br />Changes to the Fee Schedule are being recommended and are noted in red print on the attached <br />draft 2019 Fee Schedule. Explanations for the proposed changes are provided below. <br /> <br /> <br />Administrative (Sec. I) <br />Staff added language from the private activity bonds so that fees are reflected in the fee schedule. <br /> <br /> <br />Building Construction (Sec. II) <br />Building permit fees shall be based according to the 2018 Minnesota State Statute 326B.153. <br /> <br /> <br />Parks & Recreation (Sec. V) <br />Staff recommends increases to the lighted ball field rentals (this was not increased in 2018 when <br />other field rental charges were increased), warming house/ice rink rental, picnic pavilion rentals, <br />picnic table rentals and community garden plots fees. <br />In order to be more competitive with surrounding cities, staff recommends an increase to fees <br />associated with the rental of the community room and the small conference room. Staff would <br />also like input regarding the addition of a room rental charge during regular business hours (this <br />has been free of charge) due to staff involvement with scheduling, coordination and room set up. <br /> <br /> <br />Planning and Zoning (Sec. VI) <br />The items and fees denoted in red on the draft Fee Schedule are not new but show up in red <br />simply due to reformatting as a result of the addition of a new section for Public <br />Works/Engineering section for fees previously that were included within the Planning and <br />Zoning section. <br /> <br /> <br />Public Works/Engineering (Sec. VII) <br />Staff proposes adding a new section for Public Works/Engineering in order to separate the Right- <br />of-Way and Erosion Control permits from the Planning and Zoning section. <br /> <br />
