A concept review is considered advisory and is <br />nonbinding to the City and applicant (Section 1320.14, Subd 4 of the Zoning Code). No formal <br />action can be taken at a Work Session. A formal application will be subject to the full review <br />process, including a public hearing with Planning Commission and City Council review. <br /> <br />Background <br /> <br />Summit Development has submitted application for a Concept Plan Review. The Applicant is <br />proposing to construct a 120 units of senior, multi-family living on Parkshore Drive. The proposed <br />site is 5.32 acres and currently is undeveloped. The Applicant is seeking feedback from the City <br />Council on the concept plan. The property is zoned R-1, Single Family Residential District and is <br />guided as MDR, Medium Density Residential on the Land Use Plan. Summit Development has <br />met with City Staff and discussed the possibility of developing the site. <br /> <br />At their September 17, 2018 workshop meeting, the City Council initially reviewed the proposed <br />Concept Plan for Summit Development. At that time Council expressed concerns about park trails, <br />density and adjacent neighborhood support. At the Council’s direction, the Applicant held an <br />informal neighborhood meeting with the adjacent property owners on December 10, 2018. There <br />were 12 residents in attendance. Questions were raised regarding traffic, landscaping, lighting and <br />general questions about the services provided at the facility. Staff and the Applicant agreed that <br />another neighborhood meeting is warranted once detailed landscaping, grading, site plan and
