Hamline Avenue is a Ramsey County road that serves as a commuter <br />arterial connecting I-694 and Highway 96 with a posted speed limit 40 mph. During the morning rush <br />hour, relatively heavy volumes of traffic travel southbound and in the afternoons similar volumes are <br />returning and traveling northbound on Hamline Avenue. Entering the crosswalk can become a non- <br />ideal situation for pedestrian users as they are trying to judge gaps and the time required to cross the <br />Hamline Avenue three lane section – one thru lane in both directions and a two-way left-turn center <br />lane. In particular, during peak hours, if a pedestrian is crossing from east to west, southbound drivers <br />are not as likely to recognize the presence of pedestrians; and vice versa for northbound drivers trying <br />to recognize pedestrians traveling west to east. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
