The Ramsey-Washington Metro Watershed District has plans <br />in place to cover the dam at Battle Creek in Maplewood. <br />U.S. Army Corps of Engineers – The U.S. Army Corps of Engineers has plans in place for terroristic acts <br />against the dams and flood control projects in the county. <br />Public Warning and Notification – In the event of emergencies or hazardous conditions that require timely <br />and targeted communication to the public, Ramsey County utilizes the Everbridge Mass Notification <br />System, the Integrated Public Alert and Warning System (IPAWS), Wireless Emergency Alerts (WEA), <br />Ramsey County Emergency Management and Homeland Security Facebook page, and local news media. <br />Ramsey County promotes the use of NOAA weather radios by critical facilities and the public to receive <br />information broadcast from the National Weather Service. Local television & radio stations assist with <br />sharing public information. Ramsey County Emergency Communications Center has recently upgraded <br />its siren system to be fully functional with the use of polygon-based warnings. Tornado warnings issued <br />by the National Weather Service will automatically sound sirens inside or very near the polygon. <br />Program Gaps or Deficiencies <br />Communications – Everbridge’s open subscription service was made available to the public in September <br />2016 (https://www.ramseycounty.us/alerts). However, not all residents have subscribed to or follow our <br />Facebook page to receive important messages. Additionally, there are translation services for only three <br />languages (Spanish, Somali, and Hmong). There are over 100 identified languages spoken in Ramsey <br />County, and more than 50 are spoken preferentially in the home. Ramsey County Emergency <br />Management and Homeland Security will, in cooperation/coordination with other partners, place an <br />emphasis on increasing citizen subscription to Everbridge. <br />Vulnerable Populations – Review inundation mapping and identify both structures and the number of <br />people in the inundation zone and promote enrollment in Everbridge. <br />Vulnerable Dams – Work with county, municipal and DNR officials to identify deficient dams and be <br />informed for planning and development. <br />
