A total of two steering committee meetings were held to discuss <br />the plans development, identify local hazard issues, formulate strategy recommendations, and review the <br />draft mitigation action chart. Additional correspondence, including an individual mitigation survey were <br />distributed to the committee and all municipalities in the county via e-mail. The general stages of the <br />plan update included: initial data collection and update of the county data; update of the municipalities <br />survey’s and hazards; review and update of the mitigation action chart, and identification of deleting old <br />strategies and adding new strategies. <br />Jurisdictional representatives participating on the steering committee were contacted throughout the <br />plan update process to provide feedback on the hazards of concern to their community and the <br />mitigation actions which they would seek to implement upon plan adoption. The list of final mitigation <br />actions was divided into jurisdiction-specific mitigation action charts so that each could see and address <br />those actions that applied specifically to their cities (see Appendix G: Mitigation Actions by Jurisdiction). <br />2.2 Review of Existing Plans, Capabilities & Vulnerabilities <br />Ramsey County and its local communities utilized a variety of planning documents to direct community <br />development. These documents include a Comprehensive/Master Plan, Capital Improvements Plan, <br />Emergency Operations Plan, Continuity of Operations Plan, etc. (see Appendix J for a full listing of plans <br />and programs in place in Ramsey County). The planning process also incorporated the existing natural <br />hazard mitigation elements from previous planning efforts. In addition, the 2014 Minnesota All-Hazard <br />Mitigation Plan was consulted. <br />In the development of the Ramsey County Multi-Hazard Mitigation Plan, UMD consultants reviewed and <br />incorporated a variety of planning documents that direct community development and influence land use <br />decisions for the county and its jurisdictions. In addition, UMD consultants worked closely with the <br />Ramsey County Emergency Management Coordinator, other key county staff, and local city officials to <br />collect specific feedback on local mitigation capabilities and vulnerabilities that either support or hinder <br />the ability to mitigate against hazards at the county and local level. Following is a summary of the <br />assessment tools used to gather information on local capabilities and vulnerabilities during the planning <br />process: <br />Capabilities Assessment (hazard specific) – In this assessment, detailed information was collected on <br />current Plans and Programs in Place and Program Gaps or Deficiencies that currently exist to mitigate
