This information was used to inform <br />where there were current mechanisms in place to incorporate or implement mitigation measures (i.e., <br />existing programs, plans or policies) and where there were areas that needed to be addressed (see <br />Section 4.4 Hazard Profiles). <br />Jurisdictional Questionnaires – In this questionnaire, detailed information was collected from each <br />jurisdiction in the county on: 1) Severe weather or disaster events & impacts that have occurred within <br />the last 5 years; 2) Actions taken within the last 5 years that have helped to reduce local vulnerabilities <br />to future disaster events; 3) Any changes within the last 5 years that have increased local vulnerabilities <br />to future disaster events; and 4) Any concerns or specific ideas for mitigation projects to help reduce or <br />eliminate risk resulting from future severe weather or disaster events. This information was used to <br />inform Section 4, Risk Assessment and the development of local-level mitigation actions (see Appendix L, <br />Jurisdictional Questionnaires and Appendix G, Mitigation Actions by Jurisdiction). <br />Local Mitigation Capabilities Assessment (LMCA) – In this assessment, detailed information was <br />collected on key elements in place that help to accomplish mitigation in the community, including: 1) <br />Plans, authorities, or policies; 2) Staff (organizational capacity); 3) Programs; and 4) Funding or other <br />resources. Information was further collected on what program gaps or deficiencies exist that are a <br />barrier to accomplishing mitigation in the community. This information was used to inform the <br />development of local-level mitigation actions (see Appendix K, Local Mitigation Capabilities Assessment and <br />Appendix G, Mitigation Actions by Jurisdiction). <br />2.3 Planning Process Timeline and Steps <br />To update the 2012 Ramsey County Multi-Hazard Mitigation Plan, UMD consultants worked in <br />coordination with the Ramsey County Emergency Management Coordinator and members of the <br />steering committee. The updated plan includes not only new data documenting the types of hazards <br />faced by Ramsey County residents and emergency planning officials, but also new thinking about how to <br />best address these hazards. <br />In July 2017, Ramsey County issued a news release inviting public feedback and participation for the <br />MHMP update (for complete documentation, see Appendix F: Public Outreach & Engagement <br />Documentation). <br />On July 12, 2017, the Geospatial Analysis Center hosted a kickoff meeting online that was attended by <br />the Ramsey County Emergency Management Coordinator. The webinar included a project overview, <br />GAC background, the roles and responsibilities of the Emergency Management Coordinator, contents of <br />the Multi-Hazard Mitigation Plan, planning process and projected timeline (see Appendix E for webinar <br />slides). <br />A steering committee meeting took place on November 3, 2017, at the Ramsey County Emergency <br />Operations Center in Arden Hills, which included the Ramsey County MHMP steering committee and <br />the UMD planning team. The steering committee was provided with an overview of the purpose, <br />process and timeline for the Ramsey County Multi-Hazard Mitigation Plan update, as well as the role and <br />responsibilities of steering committee members. Appendix E provides documentation of steering <br />committee meeting summaries, including participant sign-in sheets and presentation slides.
