ARDEN HILLS CITY COUNCIL – JANUARY 14, 2019 2 <br /> <br />with the City Clerk. He reported the Civic Site Task Force group was created to address a <br />property that was zoned for a civic use on the TCAAP property. <br /> <br />4. PRESENTATION <br /> <br />A. Swearing In Ceremony for Mayor David Grant, Councilmember Fran Holmes and <br />Councilmember Steve Scott <br /> <br />City Clerk Hanson administered the Oath of Office to Mayor David Grant, Councilmember Fran <br />Homes and Councilmember Steve Scott. A round of applause was offered by all in attendance. <br /> <br />5. STAFF COMMENTS <br /> <br />A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update <br /> <br />City Administrator Perrault provided an update on TCAAP stating the JDA was scheduled to <br />meet on Monday, January 7, 2018; however, a quorum was not present. He explained the two <br />City Council representatives were in attendance along with the JDA Chair but noted neither <br />Ramsey Commissioner Ortega nor Ramsey County Commissioner Huffman were in attendance. <br /> <br />5. APPROVAL OF MINUTES <br /> <br />A. December 10, 2018, Regular City Council <br />B. December 17, 2018, City Council Work Session <br />C. December 17, 2018, Special City Council <br /> <br />Councilmember Holden requested a change to the December 10, 2018 City Council minutes on <br />Page 8, second paragraph from the bottom, noting Ryan Companies pulled out of the TCAAP <br />development in 2008 and the Army did not reduce the cost for the property. <br /> <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br />motion to approve the December 10, 2018, Regular City Council meeting <br />minutes as amended, December 17, 2018, City Council Work Session meeting <br />minutes; and December 17, 2018, Special City Council meeting minutes. The <br />motion carried unanimously (5-0). <br /> <br />6. CONSENT CALENDAR <br /> <br />A. Motion to Approve Consent Agenda Item - Claims and Payroll <br />B.
