CONSENT ITEM – 7M <br /> MEMORANDUM <br /> <br /> <br />DATE: April 22, 2018 <br /> <br />TO: Honorable Mayor and City Council Members <br /> David Perrault, City Administrator <br /> <br />FROM: Sue Polka, Interim Public Works Director/City Engineer <br /> <br />SUBJECT: Professional Services Agreement – Design Phase - Utility Monitoring & <br />Control <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br /> $25,000 (2019) $13,100 Water Utility/Sewer Utility <br /> $100,000 (2020) <br /> <br /> <br />Council Should Consider <br />The City Council is requested to approve a professional services agreement for Utility <br />Monitoring and Control- Design Phase with HR Green (Attachment A). <br /> <br />Background/Discussion <br />On October 25, 2018, the City Council approved a professional services agreement with <br />HR Green in the amount of $15,400 for preparation of a report analyzing the City’s <br />current utility monitoring system (Attachment B). <br /> <br />The City currently utilizes two systems for monitoring water and wastewater <br />infrastructure sites. The water tower and booster station facilities are monitored via <br />cellular service as provided by High Tide Technologies, while the lift stations are using a <br />cellular service provided by OmniSite. While the OmniSite units have operated <br />effectively, High Tide equipment is not always reliable causing tower overflows due to <br />inadequate communication. High Tide has not been responsive in solving these issues. <br />Staff is interested in combining monitoring services in order to have the same vendor for <br />both water and wastewater sites. In addition, with the transition of cellular technology to <br />the 4G/LTE network by December 31, 2019, we have been notified by OmniSite that <br />equipment upgrades are necessary. <br /> <br />The report was completed and includes the following system upgrade recommendations: <br /> <br />• Eliminate the High Tide system and use OmniSite for both sewer and water utility <br />monitoring
