City of Arden Hills
Technical Memorandum – SCADA System Recommendations
Page 4 of 8

the Owner is interested in monitoring only, the current cellular monitoring only would be deemed sufficient
and cost effective. Unless the City is convinced that converting to private frequency now is better now than
10 years later, the new system cannot be justified on economics alone.

By opting for radio or Cellular telemetry only where needed, the costs are reduced and monitoring can be
accomplished via a matching OmniSite unit at the Booster Station.

3.2 All New Monitoring Software
If the above recommendations are accepted, and the Owner is satisfied with the information they receive
via OmniSites’s Guard Dog software, there is little economic justification for changing to another monitoring
software. There are more feature-rich monitoring software options available but this is at a significant cost.
Wonderware Insight is a well-designed, feature-rich program but costs ~$2,000/year/100 data points. This
software would have no problems collecting data from the existing OmniSite cellular modems but additional
alarming software may be required for operation’s cell phones, depending on features desired.

4. SUMMARY/CONCLUSIONS

The Engineer has taken an approach of, “If it isn’t broke n, don’t fix it”. While there are bells and whistles
that could be added with new equipment and software, the Engineer’s interpretation of the City’s desires is
to keep it simple, and reliable. While some modifications are necessary to improve communications
reliability, the changes are relatively small.
