ARDEN HILLS CITY COUNCIL – MARCH 25, 2019 11

Councilmember Scott indicated Arden Hills was proposing to take a larger step than some of its
neighboring communities. However, he understood that flavored products were being targeted to
young adults. For this reason, he supported the language as is with the banning of flavored
products in Arden Hills.

Councilmember Holmes agreed she was against the sale of flavored products but did not believe
adult tobacco shops fit into the purpose of the Ordinance. Because she was in the minority on this
issue, she would not disagree with the sale of flavored tobacco otherwise.

Mayor Grant commented there was a potential the City Council would have to revisit this issue
if the State were to pass legislation regarding the sale of tobacco and flavored tobacco products.

City Attorney Jamnik reported this was the case.

Councilmember Holden indicated the only other item she wanted to address was under
Subdivision 12 regarding the age of individuals selling tobacco products. She stated she
supported the language as written and did not want to see the age raised to 21.

Councilmember Holden asked if 90 days was enough time to allow retailers to get rid of their
flavored tobacco products.

City Clerk Hanson stated other cities had an even shorter time period to allow for the adjustment
and noted the 90 days was being offered per the Council’s recommendation at a prior work
session.

The motion carried (5-0).

11. UNFINISHED BUSINESS

None.

12. COUNCIL COMMENTS

Councilmember Scott congratulated City Planner Mike Mrosla on becoming a father on March
11, 2019.

Councilmember Scott thanked the Public Works Department for their great work during the
recent snow events and thanked all of the residents in Arden Hills for keeping their fire hydrants
free and clear of snow.

Councilmember Scott reported Friday, March 29, 2019, has been declared Vietnam War
Veterans Day and noted a program would be held at the VA Medical Center in Minneapolis at
9:00 a.m.

Councilmember McClung thanked the Public Works Department for all of their hard work this
winter and for filling City potholes this spring.
