Brick is the primary material <br />used on the proposed addition. In addition, the Applicant is proposing to use metal accent panels, <br />spandrel glass panels, and larger windows. <br /> <br /> <br /> <br />The proposed use of academic classrooms and laboratories are allowed conditional uses in the <br />Institutional Zoning District. The Site Plan meets or exceeds requirements for landscape coverage, <br />caliper inches and tree preservation, perennials and shrubbery, drainage and stormwater <br />management, exterior lighting, screening, and parking, loading, and circulation. <br /> <br />Plan Evaluation <br /> <br />A full evaluation of the proposal was presented to the Planning Commission on April 3, 2019. The <br />memo to the Planning Commission on this case is provided in Attachment D. Draft minutes from <br />the April 3, 2019 meeting are included in Attachment E. <br /> <br />Findings of Fact <br /> <br />The Planning Commission offers the following findings of fact for consideration: <br /> <br />1. The Bethel University main campus at 3900 Bethel Drive is located in the Institutional <br />Zoning District. <br />2. A Higher Education, College Campus is a Conditional Use in the Institutional District. <br />3. Bethel University operates under a Conditional Use Permit Master Plan. <br />4. The 20,000 gross square foot addition to the Academic Commons building is anticipated <br />to be constructed in summer 2019.
